Would losing help the democrats?

Recently, the argument has been made that the democrats should lose the whitehouse, but continue fighting for seats in Congerss. This is so because many predict the economy will continue to falter, so the Democrats should let Senator McCain win, and they should blame everything on him. This would result in massive FDR style, congressional takeover, and a Democrat in the whitehouse 4 years from now with significant congressional support. Would this work?
